In Bayview-Hunters Point, there’s a sunny plot of land on Diana Street that used to be a neighborhood dumping ground. Overlooking the Caltrain tracks at Williams Avenue, the fenced-in land was overgrown and neglected, collecting bits and bobs of plastic refuse, empty bottles and trash bags in its nooks through years of inertia.
